A RESOLUTION OF THE COUNCIL OF THE CITY OF SALISBURY, MARYLAND ADJUSTING THE COMPREHENSIVE CONNECTION CHARGES IN ACCORDANCE WITH CHAPTER 13.02 OF THE CITY CODE AND THE PRETREATMENT UNIT FEE
WHEREAS, the City established the Comprehensive
Connection Charges in Chapter 13.02 of the City Code by passage of Ordinance
No. 1918 on December 20, 2004;
WHEREAS, Chapter 13.02.050 requires the Director of
Public Works and the Director of Finance to provide the City Council an annual
recommendation of the proposed charges no later than September 30th
of each year; and
WHEREAS, the Director of Public Works and the Director
of Finance provided the City Council a recommendation of the proposed changes
to the fees prior to September 30, 2005 and briefed the proposed changes at the
October 3, 2005 City Council work session; and
WHEREAS, the Director of Public Works made due
diligence efforts to notify as many individuals and organizations as
practicable that may be potentially impacted by the fee changes;
NOW, THEREFORE, BE IT RESOLVED that the Salisbury City
Council approves the attached fee schedule.
THE ABOVE RESOLUTION was introduced and duly passed at a meeting of the Council of the City of Salisbury, Maryland held on ____________, 2005, and is to become effective immediately upon adoption.

Comprehensive Connection Charges
Purpose. This schedule provides the fees of the
Comprehensive Connection Charge which are set on an annual basis by the City
Council in accordance with § 13.02.050 of the City Code, the Construction
Inspection Fee, and the Pretreatment Unit Fee.
Effective Date. This Fee Schedule is effective on January 1,
2006 and was approved by the City Council on December 12, 2005 with Resolution
# ____.
1. Capacity Unit Fee. The Capacity Unit Fee is $ 5,300 per Equivalent Dwelling Unit (EDU) (Reference: § 13.02.070.B).

d. Additional
Considerations.
(1) Water taps, which require service line sizes larger than the meter size, will be subject to an additional charge for materials, labor and equipment.
(2) Water taps larger than 2" or combination fire service and
domestic service taps shall be charged in accordance with the actual cost of
providing the tap.
(3) A sewer tap for a pump station discharge force main into an
existing gravity sewer main shall be charged in accordance with the actual cost
of providing the tap.
(4) A sewer tap for a pump station discharge force main into an
existing force main shall be charged in accordance with the actual cost of
providing the tap.
(5) Typical single family residential water service lines are 3/4” or
1” in diameter. Typical business and
multi-family residential water service lines are 1-1/2” or 2” in diameter.
(6) Combination fire and domestic metered water services shall be
metered using a fire protectus meter unless waived by the Department.
3. Central System Line Unit
Fee. The Central System Line Unit Fee is $ 58 per foot. (References: § 13.02.050.A.3.c and § 13.02.080).
4. Administrative Fee. The Administrative Fee is one-tenth of one percent of
the total project cost (Reference: §
13.02.050.B.1).
5. Residential 5-year Payment Plan. The interest rate for individual-lot/single
family residential property owners using the five-year payment plan for the
Comprehensive Connection Charges is 5% (Reference: § 13.02.070.A.9).
6. Construction Inspection Fee. The Construction Inspection Fee is 7.5% of the approved construction cost estimate.
7. Pretreatment Unit Fee. The Pretreatment Unit Fee is $ 290 per base unit.
