RESOLUTION NO. 1348
A RESOLUTION OF THE COUNCIL
OF THE CITY OF SALISBURY TRANSFERRING FUNDS FROM THE CITY’S CONTINGENCY TO PROVIDE
FOR AN IMPACT FEE FEASIBILITY STUDY
WHEREAS, the Mayor and City
Council are concerned about the cost to the City of the growth that the City has
experienced recently and that it is anticipating; and
WHEREAS, the Mayor and the
Council desire that the costs of this growth are distributed fairly among the
people who will benefit from the growth and that these costs not become a
burden to the existing property owners and residents; and
WHEREAS, the Mayor and the
Council are interested in determining whether the imposition of impact fees on new development
will be an effective and efficient means of distributing these costs; and
WHEREAS,
the Mayor and the Council have been advised that the cost of an impact fee
feasibility study will be $7,500; and
WHEREAS,
the FY 06 budget does not contain an appropriation for an impact fee
feasibility study, the Mayor and Council desire to have such a study conducted;
NOW,
THEREFORE, BE IT RESOLVED that the City Council approves the following transfer
of funds from the City’s Contingency:
1) Decrease account
#90500-559500 (City’s Contingency) by $7,500; and
2) Increase account #19000-513072
(Impact Fee Feasibility Study) by $7,500.
THE ABOVE RESOLUTION was
introduced and read and passed at a regular meeting of the Salisbury City
Council held on the day
of January, 2006, and is to become
effective immediately upon adoption.
