CITY COUNCIL MEETING MINUTES

IN ATTENDANCE

City Clerk Brenda Colegrove, Executive Officer John Pick, City Solicitor Paul Wilber, Police Chief Al Webster, Fire Chief William Higgins, Finance Director Roger Baskerville, Director of Procurement & Parking Carol Turner, C.P.M., CPPB, BHZ Director William Holland, Acting PW Director Chip Messick, and interested Citizens and Members of the Press.


CONVENING - APPROVAL OF MINUTES - MAY 8, 2000

The Mayor and Council met in regular session at 7:00 p.m. in the old Court House Building (second floor court room). Council President Cannon called the meeting to order. The Lord's Prayer was repeated and the Pledge of Allegiance was recited.

On a motion by Mr. Himelright and seconded by Mr. Stacey, the minutes of May 8, 2000 were unanimously approved.

COUNCIL PRESIDENT/COUNCIL COMMENTS

Each of the outgoing Councilmembers thanked everyone for their support over the last four years. Councilwoman Siggers expressed her appreciation to Messrs. Cannon, Gillis and Himelright and wished them well. Councilman William Stacey presented commemorative plaques to Council President Cannon, Council Vice President Himelright and Councilman Gillis in special recognition and appreciation of their four years of dedicated service to the City of Salisbury.

SWEARING IN OF NEW COUNCILMEMBERS

Mark Bowen, Clerk of the Circuit Court, swore in Councilmembers-elect Rachel S. Polk, Joseph L. Scott and C.T. Webster. Mayor Tilghman recognized Wicomico County Councilmembers Stevie Prettyman and Rebecca Taylor White, Mayor Richard Scott from Crisfield, and former City Council President Carolyn Hall.

Mayor Tilghman made a few opening remarks before conducting the reorganization of Council.

REORGANIZATION OF CITY COUNCIL

Mayor Tilghman presided as President Pro Tempore of Council to conduct the reorganization meeting of the City Council. Mr. Webster nominated himself for Council President and Mr. Stacey seconded. Mrs. Polk nominated Ms. Siggers for Council President and Ms. Siggers seconded. With no other nominations received, Messrs. Scott, Stacey and Webster voted in favor of C. T. Webster for Council President. Mrs. Polk and Ms. Siggers voted nay. Mr. Webster, as the newly elected Council President, conducted the balance of the meeting.

Mr. Stacey nominated Mr. Scott for Vice President of City Council and Mr. Webster seconded. Since no other nominations were received, Mr. Scott was declared Vice President of the City Council.

After receiving a few comments from Council President Webster, Council Vice President Scott, Councilwoman Polk and Councilwoman Siggers, the meeting adjourned at 7:34 p.m.
