CITY OF SALISBURY, MARYLAND

Council members-elect Deborah Campbell and Eugenie (Shanie) Shields, City Clerk Brenda Colegrove, CMC, City Administrator John Pick, ICMA-CM, City Solicitor Paul Wilber, Building, Housing & Zoning Director William Holland, Public Works Director John Jacobs, Director of Procurement & Parking Carol Turner, CPPB, C.P.M., and interested Citizens and Members of the Press.

CONVENING - ADOPTION OF AGENDA


The City Council and Mayor met in regular session at 6:00 p.m. in Council Chambers. Council President Dunn called the meeting to order. The Lord's Prayer and the Pledge of Allegiance were recited.


On a motion and a second by Ms. Siggers and Mrs. Cathcart, respectively, the agenda was unanimously approved.


APPROVAL OF APRIL 11, 2005 MINUTES


The minutes of April 11, 2005 were unanimously approved on a motion by Mr. Comegys and seconded by Ms. Siggers.


APPROVAL OF APRIL 13, 2005 SPECIAL MEETING MINUTES


On a motion by Mr. Comegys and seconded by Mrs. Cathcart, the Special Meeting minutes of April 13, 2005 were unanimously approved.


PRESENTATION


Council President Dunn presented Councilwoman Siggers and Council Vice President Michael Dunn plaques in special recognition and appreciation for their dedicated service to the City of Salisbury.


COUNCIL PRESIDENT/COUNCIL COMMENTS


Council President Dunn, Councilman Comegys and Councilwoman Cathcart extended appreciation to Councilwoman Siggers and Councilman Day for their service to the City of Salisbury. Councilwoman Siggers thanked District 1 for choosing her as their representative for three terms and expressed appreciation to her family for preparing her to serve in this capacity. Councilman Day thanked Administration, staff, the City Clerk and his wife for their support during his tenure on the Council.


ADMINISTERING OATH OF OFFICE


Mark Bowen, Clerk of the Circuit Court, administered the oath of office to Eugenie P. Shields and Deborah S. Campbell as Council members and to Barrie Parsons Tilghman as Mayor of the City of Salisbury.


Mayor Tilghman and Council members Campbell and Shields made a few remarks before proceeding with the reorganization of the Council.


REORGANIZATION OF CITY COUNCIL


Mayor Tilghman presided as President Pro Tempore to conduct the reorganization of the City Council. Mrs. Cathcart nominated Mike Dunn as Council President. Mrs. Shields seconded the nomination. Having received no other nominations, Mr. Dunn was unanimously elected President of the City Council.


Council President Dunn conducted the balance of the meeting. Mrs. Shields nominated Gary Comegys for Vice President. Mrs. Cathcart seconded the nomination. No other nominations were received. Mr. Comegys was unanimously elected as Vice President of the City Council.


With no further business, the meeting adjourned at 6:31 p.m.
