FIRST QUARTER – REVIEW AND ANALYSIS


FIRE DEPARTMENT

1. Fire Department


    The major responsibilities of the department are:


    A. Providing fire protection, prevention, and education for the Salisbury

         Fire Districts.

    B. Providing rescue of trapped and injured people.

    C. Providing emergency medical services and education for the City of

         Salisbury E.M.S. District.


2. Annual Operating Program and Goals


    A. Implement, in coordination with Wicomico County Emergency Services,

         an effective response dispatching system that delivers an appropriate

         and safe level of response while ensuring the accountability of available

         units.

    B. Establish an aggressive pre-fire planning process for all target hazards

         within the district.

    C. Continue the integration of Volunteer and Career Fire and EMS

         personnel in all phases of the Department’s operations.

    D. Enhance the collection and analysis of statistical data information for

         decision making, budget preparation and resource allocation.

    E. Secure grant funding from Federal and State resources for Firefighter

         Safety and Operations.

    F. Continue the on-going Capital Improvements Program for facilities

         improvement including renovation/addition at Fire Station #1, land

         acquisition and construction of a new fire station (Fire Station #16) and

         administrative facility and renovation to Fire Station #2.

    G. Implement an aggressive Capital Improvements Program for the

         replacement of aging apparatus.

    H. Enhance the Department’s “After the Fire Program”.

     I. Enhance the Department’s community fire prevention and educational programs.

     J. Initiate an aggressive Volunteer member recruitment and retention

         program throughout the community.

    K. Improve the use and proficiency of the Incident Management System

         within the Fire Department and other City agencies that respond and

         assist at emergency events.

     L. Continued improvement of the Department’s Quality Assurance

          Program and follow up.

             c. Department personnel toured/preplanned/site familiarization the

                 following facilities during the quarter:

                  6. Hebron Bank

                  7. Salisbury University Campus

                  8. 500 E. Isabella Street


             d. Department personnel participated in the following critiques

                 during the quarter:


                  1. Flamingo Drive

                  2. English’s Family Restaurant

                  3. Self Rescue Techniques

                  4. North Division Street

                  5. CATO Oil


             e. The Department’s TB Testing Program for Career and Volunteer

                 was completed this quarter.


         2. EMS Personnel


             a. Firefighter/Paramedics Daniel Webster, David Brimer and

                 Christopher O’Barsky returned to college this semester working on

                 their respective degrees.

             b. The new CPAP (Continuous Positive Airway Pressure) units have

                 been placed on the Medic Units. This is an invasive procedure

                 administered only by Paramedics and administered on patients in

                 Congestive Heart Failure and Pulmonary Edema.

             c. New automated blood pressure cuff modules have been added to the

                 LifePak 12 monitors.

 

    B. Fire Prevention Education


         1. Department personnel visited the following neighborhoods as

             part of the “After the Fire Program”:


             a. Shiloh Street

             b. Adams Avenue

             c. Emory Court


         2. Department personnel conducted Fire and Life Safety Classes/talks/

             displays/drills for the following during the quarter:


             a. Salvation Army

             b. Wesley Church

             c. Recreation and Parks Appreciation Night at Indian Village

             d. Timmons Bell and Slate Childcare

             e. Westside Hot Spots

             f. Dove Point

             g. Christian Community Child Care Center


         3. Department personnel conducted fire extinguisher training for the

             following during the quarter:


             a. Salisbury University Students

             b. Eastern Shore Criminal Justice Academy


         4. Salisbury Fire Department Tours with brief Fire Safety Talks were

             conducted for the following during the quarter:


             a. Timmons Bell and Slate Childcare – 40 children and adults


    C. Community Services


          1. Department personnel filled a Dunking Booth for the Lake Street

              Playgound.

          2. Department personnel installed three (3) child safety seats for

              members of the community during the quarter.

          3. Salisbury Fire/EMS personnel conducted medical standby for the

              Pemberton Fair during the quarter.

          4. The CPR Training Center taught a total of nine (9) CPR classes

              during the quarter to the general public. The Department offers

              Healthcare Provider and Heart Saver CPR Course.

          5. Ambulance presentations and demos were conducted for the

              following during the quarter:


              a. Delmarva Family Resources

              b. Salisbury University Athletic Training Class

              c. Building Blocks Day Care Center

              d. PRMC Kiddie Tours at Hospital Emergency Room


          6. The following students have started their clinical rotations on our

              Paramedic Units during the quarter:


              a. EMT-B Students

              b. Wor-Wic College Paramedic Students


    D. Home Fire Safety Inspections


         1. Department personnel have issued/installed forty one (41) smoke

             detectors for members of the community during the quarter.

         2. Thirty seven (37) home fire safety inspections were completed and

             sixty five (65) homes were visited during the quarter. Nine (9) smoke

             detector batteries were issued.


    E. Note Worthy Events


         1. David See is still serving as Acting Chief, Timothy Keenan as Acting

             Deputy Chief and Leslie Thompson as Acting Assistant Chief.

             Applications have been received for the position of Fire Chief. The

             process of selecting a Fire Chief to fill the position will begin in

             October.

         2. Chaplain J. Harvey Dixon performs many services for Wicomico

             County and the State of Maryland. He provides Pastoral care of our

             members, Wicomico County and other fire departments in the State of

             Maryland; assists at accidents and house fire alarms, hospital

             visitation, funeral and death notifications. He also works with the

             American Red Cross and the community in helping citizens in

             emergency situations.
