1. Fire Department
The major responsibilities of the Fire Department include provision of the
following services/programs to residents of the Salisbury Fire District:
A. Educational Programs

3. Automatic External Defibrillator (AED) Training
4. Basic Emergency Medical (first aid) Training

C. Coordination with other public safety agencies to enhance the quality of
life for residents of the Salisbury Fire District
2. Annual Operating Program and Goals
A. Assure the safety for all department members during all operational
and non-emergent activities through enhancement of department
training and educational programs, and the continued evaluation and
revision of operational procedures.
B. Review, revise as necessary, and continue implementation of the
department’s aggressive Capital Improvements Program to improve
firefighter safety and operations through the acquisition of personal
protective equipment, apparatus, and the enhancement of facilities to
ensure overall safe, efficient and effective service delivery.
C. Initiate the facility renovations project at Fire Station #1.
D. Initiate the construction phase for a new fire station and administrative
facility.
E. Continue to educate residents of the Salisbury Fire District about fire
prevention and life safety issues through the department’s “After the
Fire” program and promotion of the department’s voluntary
Residential Fire Safety Inspections Program to assure the identification
and correction of life safety issues in residential occupancies.
F. Increase the department’s involvement in community affairs through
the establishment of partnerships with agencies to improve the quality
of life for residents of the Salisbury Fire District.
G. Identify and employ alternative funding opportunities for Fire
Department operations.
H. Enhance processes for recruiting new members to the department from
all areas of the Salisbury Fire District and increase the department’s
cultural diversity.
I. Enhance the cooperative efforts between the Fire Department and other
emergency response and public safety organizations.
J. Enhance the integration of all fire and EMS personnel in all phases of
the department’s operations.
K. Review, revise, and improve the department’s pre-fire planning
processes for all target hazards within the Salisbury Fire District.
L. Evaluate and implement an effective and efficient process for the
inspection of commercial occupancies in the Salisbury Fire District.
M. Enhance the department’s use of operational response and statistical
data for utilization in decision-making, budget preparation, and for
current and future resource allocation.
N. Evaluate and implement, in cooperation with Wicomico County
Emergency Services, an effective and efficient response dispatch system
that ensures the delivery of an appropriate and safe level of response,
and, ensures the accountability of available units.

d. The Salisbury Fire Department Inspection Division reviewed twenty
two (22) site plans during the quarter.
e. Firefighter/Paramedics Shirley Reddish, Christopher Brown, and
Daniel Webster returned to college this semester working on their
respective degrees.
B. Fire Prevention Education
1. Salisbury Fire Department Tours with brief Fire Safety Talks were
conducted for the following during the quarter:

c. Day Care Group of Children

2. Fire department personnel conducted Fire and Life Safety Classes/
talks/displays/drills/stand-bys for the following during the quarter:
a. Timmons Bell and Slate Childcare
b. Salisbury Christian School’s Summer Camp
c. Lake Street Playground – “National Night Out Against Crime”
d. Mitchell’s Martial Arts
e. Boscov’s – “Partnership Against Child Abuse” Day
f. Oak Ridge Baptist Church
g. Wicomico Middle School
3. Fire department personnel gave fire hose demonstration and hoseline
evolution class at Parkside High Schools for the VoTech students.
C. Community Services
1. Station #1 Volunteers performed firework stand-bys at Shorebirds
Stadium during the quarter.
2. Department personnel provided fire engine rides for the Lake Street
Playground - National Night Out Against Crime during the quarter.
3. Department personnel filled dunking booths for the Lake Street
Playground during the quarter.
4. The CPR Training Center taught a total of four (4) CPR classes
during the quarter to general public.
5. Our Paramedic Staff is precepting students on our Paramedic units
from the following agencies during the quarter:
a. Wor-Wic Community College Paramedic Program
b. Salisbury University Athletic Trainer Students
D. Home Fire Safety Inspections
1. During the quarter members of the inspection team visited one
hundred twelve (112) homes. Thirty nine (39) home fire safety
inspections were completed.
2. Department personnel have issued twenty two (22) smoke detectors
and one (1) battery for members of the community during the
quarter.
E. Underwater Rescue Team
1. Members of the team had two hundred eighty one (281) man-hours
for the quarter.
2. Training dives, missions, and meetings for the team consisted of the
following during the quarter:
a. Two (2) monthly meetings
b. Dive with Marine 1 and 4th Battalion (Training Dive)
c. Shore Operations with 2nd Battalion (Training Dive)
d. Evidence Recovery for Salisbury Police at S. Division Street Bridge
(Mission)
e. Display for the River Fest Festival (Public Relations)
3. Dive Master David Insley attended a Dive Master Course and
Instuctor Development Course at Florida Diving Institute during the
quarter.
F. Note Worthy Events
1. Chaplain J. Harvey Dixon performs many services for Wicomico
County and the State of Maryland. He provides Pastoral care for our
members, Wicomico County, and other fire departments in the State
of Maryland, assists at accidents and house fire alarms, hospital
visitation, funeral and death notifications. He also works with the
American Red Cross and the community in helping citizens in
emergency situations.
