3. Analysis of Activity and Accomplishments
A. The Criminal Division arrested three adult females and one adult male charging them with theft scheme, theft and forgery for an incident that occurred at Sam’s Club on December 5, 2003.
The Criminal Division arrested one adult male and charged him with eleven counts of theft less $500, two counts of theft scheme plus $500 and one count of theft $500 value for an incident that occurred on the 800 block of East William Street on December 17, 2003.
The Criminal Division arrested one adult male and charged him credit card theft and theft for an incident that occurred at the Wal*Mart store on North Salisbury Boulevard on November 5, 2003.
The Criminal Division arrested one adult female and one adult male and charged them with robbery, assault first and second degree, reckless endangerment, obstructing and hindering and theft $500 plus for an incident that occurred at the Wal*Mart store on North Salisbury Boulevard on December 9, 2003.
The Criminal Division arrested one adult male and charged him with carrying a deadly weapon and rogue & vagabond for an incident that occurred on the 2500 block of North Salisbury Boulevard on December 11, 2003.
The Criminal Division arrested one adult male and charged him with attempted robbery, reckless endangerment and 2nd degree assault for an incident that occurred at the Grant’s Texaco, 111 Truitt Street, on July 1, 2003.
The Criminal Division arrested one adult male and charged him with armed robbery, robbery, assault 1st degree and deadly weapon concealed for an incident that occurred on the 100 block of East Naylor Mill Road on November 20, 2003.
The Criminal Division arrested one adult female and charged her with stalking, telephone misuse-repeat calls, harassment for an incident that occurred on the 1700 block of North Salisbury Boulevard which had been occurring over the year of 2002 and 2003.
The Criminal Division arrested one adult female and charged her with two counts of theft $500 less, unlawful motor vehicle taking and unauthorized use of a motor vehicle for an incident that occurred on the 1500 block of Sharen Drive on May 18, 2003.
The Criminal Division arrested one juvenile male and charged him with 2nd degree burglary, malicious destruction of property and trespassing for an incident that occurred at the Salvation Army, 415 Oak Street on November 10, 2003.
The Criminal Division arrested one juvenile male and charged him with 2nd degree assault and wear/carry of a handgun for an incident that occurred on the 1000 block of Eastern Shore Drive on September 27, 2003.
The Criminal Division arrested one adult female and charged her with robbery, 1st & 2nd degree assault and theft plus $500 value for an incident that occurred on the 1800 block of North Salisbury Boulevard on February 25, 2003.
B. The Police Department assisted with traffic and/or crowd control while covering special events during the quarter.

C. Crime Prevention/Community Affairs Unit
Current Concerns Voiced By The Community:
• Hemlock Street - concerns about number of loud parties and underage drinking.
• Church Street - concerns about individuals selling controlled dangerous substances in the area and increased amount of vehicular and foot traffic.
• West Main Street - concerns about the distribution of controlled dangerous substances in the area and increase in vehicular and foot traffic.
Potential Problems That Have A Bearing On The Law Enforcement Activities Within The Community:
• The most recent problem bearing on the Salisbury Police Department is the increase in the number of thefts (motor vehicle and shoplifting).
Recommended Actions That Address Previously Identified Concerns And Problems:
• The Salisbury Police Department has sent certified letters to landlords of problem properties in an effort to prevent further complaints and violations. The landlords are aware of the incidents and are working pro-actively with this Department. The Salisbury Police have made numerous arrests at these properties for underage drinking and other criminal violations. The Police Department has increased periodic patrols in the neighborhoods of Camden Avenue, Church Street and Riverside Drive.
Progress Made toward Addressing Previously Identified Concerns And Problems:
• The Salisbury Police Department issued four search and seizure warrants which resulted in the arrest of numerous individuals and the seizure of a substantial amount of controlled dangerous substances. The Salisbury Police Department has maintained contact with the landlord associations to discuss and decide how to deal appropriately with the loud party/underage drinking issues.
The Crime Prevention/Community Affairs Unit was again active this quarter in the following areas:
• The Telephone Reassurance Program continues to be an asset for nineteen (19) of Salisbury’s senior citizens. Volunteers call these registered seniors who are alone and/or in poor health. The seniors look forward to their daily call by volunteers are dedicated to letting these people know that we care about their well-being and safety.
• The Community Interactive Network (CIIN) has ninety-seven(97) participants. The Website has approximately one hundred (100) individuals making contact with web pages daily. These crime prevention methodologies reach the community by making the citizens aware of crime information when and where it is occurring.
• The Auxiliary Officers volunteered one-hundred twenty-four hours (124) this quarter. They assisted this agency with vehicular and foot patrols in the shopping areas and parking lots during the holiday season. The Auxiliary Officers also assisted with the Telephone Reassurance by calling the registered seniors.

Special operation targeted quality of life issues in the Weed & Seed areas. Officers working undercover radioed to other officers in the area observations of criminal violations. Uniform officers in the area took appropriate action based on probable cause to make arrests. As a result of the operation:
• 1 arrest for theft
• 1 arrest for possession of a handgun by a felon
• 4 arrests for prostitution
• 1 arrest for trespassing and alcohol violation
The Salisbury Police Department conducted an undercover prostitution sting in the Church Street CSAFE I area. The operation targeted street-level prostitution. Two (2) females were arrested for prostitution.
The Salisbury Police Department conducted an undercover prostitution sting in the Westside CSAFE II area. The operation targeted street-level prostitution. One (1) female was arrested for prostitution.
November 2003
Special operation involved the distribution of CDS in the Church Street Weed and Seed area. COPP officers acting on neighborhood tips, initiated an investigation involving CDS distribution. Officers were able to make controlled purchases of CDS from two residences located on Records Street. Officers continued the investigation which led to the issuing of two search and seizure warrants for CDS violations. COPP officers along with assistance of the Salisbury Police Department Tactical Team executed the search warrants simultaneously on November 13, 2003. Search of the two locations led to the seizure of :
• Approx. one pound of marijuana
• A quantity of crack and powder cocaine
• Loaded 9mm handgun
• Over $8,000.00 in currency
A total of six arrests were made. Three arrests were directly related to the CDS investigation and three other arrests of persons found on the premises wanted on warrants for other charges.
December 2003
Special operation involved execution of two search and seizure warrants for CDS distribution in the Smith Street Weed & Seed area. Recovered a quality of CDS and recovered a 9mm handgun.
