3. Analysis of Activity and Accomplishments
A. The Criminal Division arrested one adult male and charged him with rape and assault for an incident that occurred in March 2003 on Liberty Street.
The Criminal Division arrested one adult male and charged him with armed robbery, handgun use during crime, assault, reckless endangerment and theft for an incident that occurred in March 2003 on Ward Street.
The Criminal Division arrested two juvenile males and charged them with assault, reckless endangerment, wear and carry handgun, and CINS (child in need of supervision) for an incident that occurred in May 2003 at 1013 Fairground Drive.
The Criminal Division arrested one adult male and charged him with two counts of burglary, theft, and malicious destruction of property for an incident that occurred in April 2003 at the Flavors of Italy on E. Main Street.
The Criminal Division arrested one adult female and two adult males and charged them with armed robbery, robbery, assault, handgun use during a crime, reckless endangerment, handgun on person, deadly weapon-conceal, conspiracy-armed robbery, handgun in vehicle, theft plus $500, and theft for an incident that occurred in April 2003 at the North Shell Station on North Salisbury Boulevard.
The Criminal Division arrested one adult male and charged him with assault, sodomy, perverted practice for an incident that occurred in March 2003 on Zion Road.
The Criminal Division arrested one juvenile male, waived to an adult and charged him with attempted robbery and assault for an incident that occurred in April 2003 on Newton Street.
The Criminal Division arrested one adult male and charged him with burglary, malicious destruction of property and attempted theft for an incident that occurred in March 2003 at the Boscov’s Department Store at the Centre of Salisbury.
The Criminal Division arrested one adult male and charged him with two counts of burglary, two counts theft, two counts of malicious destruction of property and burglary for an incident that occurred in July 2002 on the 700 block of Camden Avenue.
B. The Police Department assisted with traffic and/or crowd control while covering special events during the quarter.

C. Crime Prevention/Community Affairs Unit
Current Concerns Voiced By The Community:
• Camden Avenue - Citizens voiced concerns about individuals speeding in the north part of the Camden Avenue area.
• Riverside Drive - Citizens voiced concerns about the increase in motor vehicle traffic and vehicles speeding in the neighborhood.
• Church Street - Citizens voiced concerns about prostitution activity in the neighborhood.
Potential Problems That Have A Bearing On The Law Enforcement Activities Within The Community:
• The most recent problem bearing on the Salisbury Police Department this quarter is the increase in the number of commercial and residential breaking and enterings.
Recommended Actions That Address Previously Identified Concerns And Problems:
• The Salisbury Police Department has increased speed enforcement in the areas of Camden Avenue and Riverside Drive. The Salisbury Police Department will conduct covert operations in the Church Street neighborhood to arrest any and all person(s) involved in prostitution.
Progress Made toward Addressing Previously Identified Concerns And Problems:
• The Salisbury Police Department increased patrols in the business section of the Route 13 south corridor concerning individuals asking patrons for money.
The Crime Prevention/Community Affairs Unit was again active this quarter in the following areas:
• The Telephone Reassurance Program continues to be an asset for nineteen (19) of Salisbury’s senior citizens. Volunteers call these registered seniors who are alone and/or in poor health. These seniors look forward to their daily call and the volunteers are dedicated to letting these people know that we care about their well-being and safety.
• The Community Interactive Network (CIIN) has ninety-eight(98) participants. The Website has approximately one hundred twenty (120) individuals making contact with web pages daily. These crime prevention methodologies reach the community by making the citizens aware of crime information when and where it counts.
• D.A.R.E. instruction continues as part of the Department’s commitment to positive interaction with the youth within our community. Four D.A.R.E. graduations were held this quarter.
• The Auxiliary Officers volunteered seventy hours (70) this quarter. They assisted this agency with vehicular and foot patrols in the City’s parking lots. The Auxiliary Officers also assisted with the Telephone Reassurance by calling the registered seniors.

D. COPP officers concentrated their efforts on a variety of activities directed toward quality of life issues. The COPP unit ran a total of 6 covert narcotics and prostitution operations. Two of these operations focused on prostitution enforcement while the remaining 4 focused on narcotics enforcement. As a result of these operations, 12 subjects were arrested in connection with pandering and prostitution, while 21 were arrested in connection with narcotics operations. These charges included distribution and possession of crack cocaine and marijuana, assault on a police officer, trespassing and possession of alcoholic beverage by minor. Additionally, a substantial amount of U.S. currency was seized in connection with narcotics activity. Forfeiture procedures are ongoing through the Wicomico County State’s Attorney’s Office.
COPP officers continue to participate in neighborhood Weed & Seed and C-SAFE initiatives. The attend HEAT team meetings on a regular basis and participate in the ride-a-long program with Parole and Probation. This continued cooperative effort has led to the arrest of several wanted subjects. Officers continue to utilize their resources by maintaining contact with property owners, neighborhood associations, BHZ, and other agencies as needed.
E. In April 2003, the Salisbury Police Department conducted an undercover prostitution sting in the Church Street Weed and Seed area. The operation targeted street level prostitution. Eight females were arrested for prostitution.

In June 2003, the Salisbury Police Department conducted an undercover operation in the Church Street Weed and Seed area. The operation targeted street level CDS activity and other quality of life issues. Nine subjects were arrested. The subjects arrested were charged with various violations ranging from CDS violations, trespassing, disorderly conduct, etc.
