Third Quarter Review and Analysis - FY 2003
The mission of the Department of Building, Housing, and Zoning is the enforcement of the Building, Housing, Zoning, and Plumbing Codes for the safety, health, and welfare of the people of Salisbury.
A principal function of the Department is the administration and enforcement of the following codes and ordinances:
International Building Code 2000: Governs the construction, alterations, equipment, repair, and removal of buildings and/or other structures and fire safety.
International Residential Code 2000: Governs the construction and alterations of single family dwellings.
City of Salisbury Property Maintenance Code: Establishes living, sanitation, and environmental standards or conditions. Requires inspection and enforcement to assure safe living conditions protecting life and property from fire or other hazards.
City of Salisbury-Zoning Code: Regulates the use of land, building height, and area requirements for yards and other open spaces. Controls existing nonconforming uses, establishes use districts, and maintains standards for development.
City of Salisbury Plumbing Code: Establishes standards to insure that water and sewage facilities and fixtures are installed in such a manner to protect health.
International Mechanical Code, 1996: Provides standards to safeguard life, health, and property to the installation of mechanical systems, including alterations, repairs, replacement, equipment, appliances, fixtures, fittings, and/or appurtenances, including ventilating, heating, cooling, air conditioning, and refrigeration systems, incinerators, and other energy-related systems.
State of Maryland Fire Prevention Code: Addresses those construction, protection, and occupancy features necessary to minimize danger to life from fire, smoke, fumes, or panic. The code also identifies the minimum criteria for the design of egress facilities so as to permit prompt escape of occupants from buildings, or, where desirable, into safe areas within the building. The NFPA also contains the National Gas Code and The National Electric Code.
State Handicapped Code: State of Maryland Code establishing the minimum standards for access to and use of public buildings.
City of Salisbury-Flood Plain Ordinance: Regulates special conditions for safe construction in the flood plain area.
City of Salisbury-Newtown Historical Ordinance: Requires special review by the Historic District Commission before construction in the Newtown Historic District.
City of Salisbury-Camden/Newton Historical Ordinance: Requires special review by the Historic District Commission before construction in the Camden/Newton Historic District.
City of Salisbury-Downtown Historical Ordinance: Requires special review by the commission before construction in the Downtown Historic District.

Department of Building, Housing, and Zoning
Third Quarter Review and Analysis - FY 2003
The mission of the Department of Building, Housing, and Zoning is the enforcement of the Building, Housing, Zoning, and Plumbing Codes for the safety, health, and welfare of the people of Salisbury.
A principal function of the Department is the administration and enforcement of the following codes and ordinances:
International Building Code 2000: Governs the construction, alterations, equipment, repair, and removal of buildings and/or other structures and fire safety.
International Residential Code 2000: Governs the construction and alterations of single family dwellings.
City of Salisbury Property Maintenance Code: Establishes living, sanitation, and environmental standards or conditions. Requires inspection and enforcement to assure safe living conditions protecting life and property from fire or other hazards.
City of Salisbury-Zoning Code: Regulates the use of land, building height, and area requirements for yards and other open spaces. Controls existing nonconforming uses, establishes use districts, and maintains standards for development.
City of Salisbury Plumbing Code: Establishes standards to insure that water and sewage facilities and fixtures are installed in such a manner to protect health.
International Mechanical Code, 1996: Provides standards to safeguard life, health, and property to the installation of mechanical systems, including alterations, repairs, replacement, equipment, appliances, fixtures, fittings, and/or appurtenances, including ventilating, heating, cooling, air conditioning, and refrigeration systems, incinerators, and other energy-related systems.
State of Maryland Fire Prevention Code: Addresses those construction, protection, and occupancy features necessary to minimize danger to life from fire, smoke, fumes, or panic. The code also identifies the minimum criteria for the design of egress facilities so as to permit prompt escape of occupants from buildings, or, where desirable, into safe areas within the building. The NFPA also contains the National Gas Code and The National Electric Code.
State Handicapped Code: State of Maryland Code establishing the minimum standards for access to and use of public buildings.
City of Salisbury-Flood Plain Ordinance: Regulates special conditions for safe construction in the flood plain area.
City of Salisbury-Newtown Historical Ordinance: Requires special review by the Historic District Commission before construction in the Newtown Historic District.
City of Salisbury-Camden/Newton Historical Ordinance: Requires special review by the Historic District Commission before construction in the Camden/Newton Historic District.
City of Salisbury-Downtown Historical Ordinance: Requires special review by the commission before construction in the Downtown Historic District.
