4. PROBLEMS AND CORRECTIVE ACTIONS


A.  Industrial Discharges and Pretreatment Program

 

1.        Grease accumulations are seen in nearly all the City’s pump station wet wells. WWTP personnel continue to clean these stations on a regular schedule with the Vactor truck. The waste is taken to the Septage Receiving Building for Lime stabilization and storage. The treated waste is subsurface injected to agricultural land with the sludge applicator for disposal. The Pretreatment Program continues to monitor dischargers and enforce the regulations to reduce the amount of grease accumulations.


2.       Pepsi Cola Bottling Company of Salisbury is meeting all requirements for the Pretreatment Program.


3.       Perdue’s compliance has remained good since the past Consent agreement.

 

4.        Although Red Lobster is meeting the City code, following their grease violations, accumulations of grease remain a problem at the Red Lobster lift station. Investigation is ongoing.

 

5.        WWTP has seen an increase in the amount of silver coming to headwoks. Pretreatment is investigating.

 

6.        Design for the plant upgrade to BNR is ongoing.

 

7.        Scenic Drive lift station continues to degrade due to the discharge from Sharp Water Service. Sharp has signed a Consent Agreement which included a penalty of $15,000 and a requirement for mitigating the corrosion problem. Sharp’s plan has been approved. The pretreatment department is awaiting a timeline for the plan’s implementation.

 

8.        The Pretreatment Department has made numerous attempts to fill the Pretreatment Technician position. Recruitment for the position is ongoing.


9.        Linens of the Week submitted a plan to reduce their BOD and to supply representative sampling and analysis. Compliance remains inconsistent, and additional penalties have been and will be assessed.

 

B. Wastewater Treatment Plant


1.         Overall compliance for the quarter (January and February) was 98.6%.

2.          Violations for the quarter:

January           -          7 permit violations this month, 97.9%

                                                February         -          2 permit violations this month, 99.3%

C. Septage Handling Program

 

1.          The Septage Facility is open and receiving septage.

 

2.         The septage fee charged to septage haulers for the City to receive, treat, store, and land apply residential septage generated within Wicomico County is currently set at $66/1,000 gallons. The fee for out-of-county is the same.

D. Biosolids Department


1.         Hauled sludge to Rider, Collins, and Bradley farms.

 

2.         Sludge input quality to beltpress remains unimproved and is still not of adequate quality to run beltpress efficiently.

 

3.         Submitted annual Federal EPA and Maryland Department of Agriculture

reports.

 

4.         Decanted lagoons, as needed, to provide storage space. Sludge buildup in lagoons (due to beltpress inefficiency, unapproved capital improvement items, and poor weather for land application) is approaching critical level.

6. SEWER FUND ACTIVITIES


A. Wastewater Treatment Plant Improvements per Federal/State Grant and State Loan


1.         The DPW is in the process of amending the Facilities Plan to incorporate additional wastewater treatment and sludge handling facilities to be provided under an additional Maryland Water Quality Revolving Loan Fund contingent upon Maryland DOE and U.S. EPA approval as part of the BNR upgrade.

 

2.         An effluent-discharge dilution study is in progress via the City's engineering Consultant, O' Brien & Gere Engineers, Inc., to verify and establish site specific discharge limits for the City's new NPDES permit.


3.         Dredging and modifications Wastewater Treatment Plant outfall diffuser in the Wicomico River was completed October 18, 2000.


4.         MDE issued a consent order to the City of Salisbury requiring the 9 minimum combined sewer overflow control plans and operations and maintenance manual for our sanitary and combined sewer systems as outlined in our new NPDES permit. City Public Works and O' Brien and Gere are in the process of finalizing the implementation plan for long-term control of combined sewer overflows by July 31, 1999.

 

5.          O' Brien and Gere Engineers have prepared and submitted a design report for the BNR upgrade to MDE. City Public Works proceeding with preliminary engineering for upgrading the WWTP for Phase II BNR and 8.5 MGD capacity.


7. WATER FUND ACTIVITIES


A.  The design for replacing the electrical upgrade at the Park Water Plant and Paleo Plant was initiated by EBL Engineers in October 1997. The bid documents for same are 97% complete.

East Naylor Mill Road - Street lighting underway

 

Northeast Corridor - McCrone has designed street and storm drainage, and water and sewer from U.S. 50 to Old Ocean City Road. City will acquire right of ways within corporate limits

 

Northside Pump Station - agreement to use existing overflow for emergencies is active.

 

Citywide combined sewer separation - Engineering for development of the long-term separation is underway.


Wellhead delineation for Park well No. 17 and 18 is being performed by Maryland Geological Survey. This work is part of the City s Wellhead Protection Program to protect municipal drinking water sources from contamination.
