THIRD QUARTER REVIEW AND ANALYSIS
DEPARTMENT OF PUBLIC WORKS
CITY OF SALISBURY, MARYLAND
1. PRINCIPAL FUNCTIONS (See First Quarter R & A)
2. ANNUAL OPERATIONS (See First Quarter R & A)
3. F.Y. 2004 GOALS (See First Quarter R & A)
4. PROBLEMS AND CORRECTIVE ACTIONS
A. Industrial Discharges and Pretreatment Program
1. Grease accumulations are seen in nearly all the City's pump station wet wells. WWTP personnel continue to clean these stations on a regular schedule with the Vactor truck. The waste is taken to the Septage Receiving Building for Lime stabilization and storage. The treated waste is subsurface injected to agricultural land with the sludge applicator for disposal. The Pretreatment Program continues to monitor dischargers and enforce the regulations to reduce the amount of grease accumulations.
2. The Hospital has gone to closed loop for Silver. This should reduce the loading to the WWTP.
3. Sharp is in the process of moving their facility to Columbia Drive. This will better utilize dilution to reduce the corrosion effect of their discharge.
4. SIU inspections are ahead of schedule for Calendar year 2004.
5. The NPDES permit took effect May 1, 1997. The new metals limits took effect May 1, 2000.
6. A Compliance Order has been issued to Linens of the Week to mitigate BOD, pH, Sampling, and reporting violations. The order contained a stipulated penalty of $16,000.
B. Wastewater Treatment Plant
1. Overall compliance for the quarter (January, February, 2004) was 98.4%.
2. Violations for the quarter.
January 2004 – 5 Silver permit violations this month, 98.4%
February 2004 – 3 Silver, 1 BOD, 1 TSS permit violations this month, 98.4%
March 2004 – info not available yet
C. Septage Handling Program
1. The Septage Facility is open and receiving septage.
2. The septage fee charged to septage haulers for the City to receive treat, store, and land apply residential septage generated within Wicomico County is currently set at $66/1,000 gallons. The fee for out-of-county is the same.

III. Analysis for Paleo Water Treatment Plant Effluent Discharge Permit.
Three times a week the lab has conducted Total Suspended Solids and Total Iron analysis
to monitor the Paleo Water Treatment Back Wash Effluent.
IV. Water Supply Proficiency Testing (PT) Study:
Twenty-one PT samples have been analyzed by Membrane Filter, Heterotrophic Plate
Count and Multiple
Tubes Fermentation Methods. The results have been submitted to a
review agency for laboratory bacteriological
analysis re-certification requirements. The
Department of Health and Mental Hygiene requires this study to be performed once a year.
V. New Equipment
1. To complete the Discharge Monitoring Report - Quality Assurance (DMR-QA) Study
analysis. The purpose
of DMR-QA study is to evaluate the analytical and reporting
ability of the laboratories that routinely perform
chemistry analysis required in the NPDE
permit. This study is required by EPA to be done once a year.
2. To get the Atomic Absorption Spectrometer fully functional for wastewater, water, and
sludge metal analysis, such as Copper, Lead, and etc.
3. To get the Lachate (QuikeChem 8000 Analyzer) fully functional for wastewater and
water chemical analysis, such as Nitrate, Nitrite, Total and Orthophosphate and etc.

6. SEWER FUND ACTIVITIES
A. Wastewater Treatment Plant Improvements per Federal/State Grant and State Loan
1. A Chemical Translator study will soon be completed which, from preliminary
results, will modify the WWTP NPDES Discharge Permit limit for Silver and Copper. The current limit for Silver is 1.8 ppb. The pending translator study results will set this limit at >6 ppb. This is a three fold increase, making compliance more feasible. The study establishes how much silver is actually available in the plant effluent, which could affect aquatic organisms.
2. The second phase of work on the Long Term Control Plan for control of
overflows is completed The work includes monitoring of sections of the collection system to determine the extent of any remaining combined sewers, infiltration, and inflow. The results of the study will be utilized to determine needed modifications and repairs.
3. Design of Phase I of the BNR Upgrade to the WWTP is underway, by O'brien
and Gere. Completion for several fast tracked items that are part of the upgrade is planned for this coming year. Overall completion of the upgrade is scheduled for 2007. The preliminary engineering report has been submitted to MDE.
7. WATER FUND ACTIVITIES
A. Installed security fences around the water towers and reservoirs.
B. Lead and copper testing has been completed and incompliance.
C. Clean-out for Edgemore and College Ave. elevated storage tanks completed as of July 2003.
D. Phase I - Scada System is 90% complete.
E. Electrical upgrade for the Park Water Plant is complete and fully functional.
