3. Analysis of Activity and Accomplishments
A. The Criminal Division arrested one adult male and charged him with three counts of theft and one count of theft-scheme for an incident that occurred in April 2002 at the Finish Line inside the Centre of Salisbury.
The Criminal Division arrested one adult female and charged her with attempted theft for incident that occurred in September 2002 at the All-First Bank on North Salisbury Boulevard.
The Criminal Division arrested one adult male and charged him with attempted first degree murder, assault first degree, assault second degree, handgun on person, reckless endangerment, attempted burglary-first degree for an incident that occurred in January 2003 on Princeton Avenue.
The Criminal Division arrested one adult male and charged him with attempted burglary 2nd degree (2 counts), attempted burglary 4th degree (2 counts), theft less less than $500, malicious destruction of property (3 counts), attempted theft less than $500 (2 counts) for incidents that occurred in December 2002 and January 2003 at Eagle Express Mart, Shore Stop/Priscilla Street and High’s Dairy Market.
The Criminal Division arrested one adult male and charged him with second degree rape for an incident that occurred in June 2002 on Brooklyn Avenue.
The Criminal Division arrested one juvenile male and charged him with strong arm robbery for an incident that occurred in February 2003 on N. Division Street.
B. The Police Department assisted with traffic and/or crowd control while covering special events during the quarter.
• St. Patrick’s Day 5k Run - Traffic Control
C. Crime Prevention/Community Affairs Unit
• U.S. Rt. 13 South - Citizens voiced concerns about individuals asking patrons at businesses in the Route 13 corridor for money.
• West Side - Citizens voiced concerns about the increase in motor vehicle traffic in the Fitzwater Street area.
Potential Problems That Have A Bearing On The Law Enforcement Activities Within The Community:
• The most recent problem bearing on the Salisbury Police Department this quarter was the increase in the number of noise and loud music complaints and an increase in the number of vandalism complaints.
Recommended Actions That Address Previously Identified Concerns And Problems:
• The Salisbury Police Department has increased patrols in the business area in the South Salisbury Boulevard area and officers are completing FIR’s on individuals asking for money.
Progress Made toward Addressing Previously Identified Concerns And Problems:
• The Salisbury Police Department sent letters to various landlords advising them of the loud party and noise violations at the properties they own.
The Crime Prevention/Community Affairs Unit was again active this quarter in the following areas:
• The Telephone Reassurance Program continues to be an asset for nineteen (19) of Salisbury’s senior citizens. Volunteers call these registered seniors who are alone and/or in poor health. These seniors look forward to their daily call and the volunteers are dedicated to letting these people know that we care about their well-being and safety.
• The Community Interactive Network (CIIN) has ninety-eight(98) participants. The Website has approximately one hundred twenty (120) individuals making contact with web pages daily. These crime prevention methodologies reach the community by making the citizens aware of crime information when and where it counts.
• D.A.R.E. instruction continues as part of the Department’s commitment to positive interaction with the youth within our community. Three D.A.R.E. graduations were held this quarter.
• The Auxiliary Officers volunteered forty hours (40) this quarter. They assisted this agency with vehicular and foot patrols in the City’s parking lots. The Auxiliary Officers also assisted with the Telephone Reassurance by calling the registered seniors.

D. COPP officers continued to concentrate their efforts on community concerns and “Quality of Life” violations. Officers continue to be proactive in the neighborhoods and have been interactive with community leaders in an attempt to identify and tackle problem areas. Officers were assigned 46 cases for investigation, responded to 1,262 CFS, made 163 arrests primarily for CDS, assault, theft and malicious destruction of property.
Officers targeted noise and loud party complaints in the Smith and Cecil Street areas by issuing numerous civil and criminal citations for underage possession of alcohol and loud music. Three of our COPP officers were recognized this quarter by the Wicomico County Alcohol Coalition for their outstanding enforcement action.
Officers took part in a covert narcotics operation which led to the arrest of 27 persons for felony distribution of CDS. This operation impacted the community significantly by curbing open air drug activity. This operation led to the execution of two search and seizure warrants on identified drug houses which, in effect, has reduced the availability of CDS within the city.
Officers continued to participate in neighborhood and HotSpots initiative meetings within E. Church Street and the Westside area. Parole and Probation ride-a-longs led to the arrest of several wanted subjects. Officers continue to utilize their resources by maintaining contact with property owners, neighborhood associations, BHZ, and other agencies as needed. Most important, officers continue to be proactive and versatile while meeting challenges head-on.
E Activity that took place this quarter concerning the Weed & Seed grant for the period of April 1, 2002 - March 31, 2003, is the purchase of three police bicycles to be used in the Weed & Seed areas. The bicycles were an authorized purchase outlined in the grant under “Equipment Purchase.”
