3. Analysis of Activity and Accomplishments
A. The Criminal Division arrested one adult female and charged her with armed robbery, first degree assault, robbery and theft for an incident that occurred on January 5, 2004, on the 1900 block of Northwood Drive.
The Criminal Division arrested three adult females and charged them with theft: less $500 value, forgery-priv documents, uttering false document, theft: $500 plus value, fraud-per ident info theft and con-theft for an incident that occurred on December 15, 2003, at the Wa-Wa Store on S. Salisbury Boulevard.
The Criminal Division arrested one adult male and charged him with 1st degree sexual offense, 2nd degree assault and commit sodomy for an incident that occurred on February 2, 2004, on the 300 block of Newton Street.
The Criminal Division arrested one adult male and charged him with disorderly conduct, disorderly house, disturbing the peace and possession of marijuana for an incident that occurred on February 25, 2004, on the 300 block of Charles Street.
The Criminal Division arrested one adult male and charged him with 1st & 2nd degree murder, 1st & 2nd degree assault, handgun on person, possession of firearm, HGV use/felony-violent crime for an incident that occurred on February 15, 2004, on the 100 block of Second Street.
The Criminal Division arrested one adult male and charged him with wear & carrying of a handgun, transport handgun, possession of CDS, possession of CDS paraphernalia, obstructing and hindering for an incident that occurred on February 15, 2004, on the 100 block of Second Street.
The Criminal Division arrested one juvenile male and charged him with possession of firearm, possession of crack/cocaine, possession of drug paraphernalia for incident that occurred on February 15, 2004, on the 100 block of Second Street.
The Criminal Division arrested one adult male and charged him with armed robbery (2 cts), 1st degree assault (2 cts); theft less $500 (2 cts); robbery (2 cts); conspiracy theft less $500 (2 cts); conspiracy armed robbery (2 cts); reckless endangerment (2 cts) for an incident that occurred on March 6, 2004, on the 600 block of Smith Street.
The Criminal Division arrested one juvenile male and charged him with first degree assault, robbery, theft less $500 for an incident that occurred on February 23, 2004, on the 800 block of Filmore Street.
The Criminal Division arrested one adult female and charged her with attempted forgery, attempted uttering, attempted theft and theft (2 counts each) for an incident that occurred on March 12, 2004, at the M&T Bank on Carroll Street.
The Criminal Division arrested one adult male and charged him with second degree assault, reckless endangerment, sec offense for an incident that occurred on February 21, 2004, on the block of Cynthia Place.
The Criminal Division arrested one adult male and charged him with burglary, robbery, armed robbery for an incident that occurred on March 6, 2004, on the 700 block of Smith Street.
The Criminal Division arrested one adult male and charged him with robbery, theft less $500, con-robbery, assault 2nd degree, con-armed robbery, con-1st degree assault, con-reckless endangerment for an incident that occurred on March 9, 2004, at the Dollar Tree on North Salisbury Boulevard.
The Criminal Division arrested one adult male and charged him with attempted armed robbery, attempted robbery and assault first degree for an incident that occurred on March 26, 2004, at the Super 8 on North Salisbury Boulevard.
B. The Police Department assisted with traffic and/or crowd control while covering special events during the quarter.

Current Concerns Voiced By The Community:
• Isabella Street - complaints about increased traffic in neighborhood.
• Church Street - concerns about individuals selling controlled dangerous substances in the area and increased amount of vehicular and foot traffic.
• Princeton Avenue - complaints about increased traffic in neighborhood.
Potential Problems That Have A Bearing On The Law Enforcement Activities Within The Community:
• The most recent problem bearing on the Salisbury Police Department is the increase in the number of thefts (shoplifting).
Recommended Actions That Address Previously Identified Concerns And Problems:
• The Salisbury Police Department increased patrols and traffic assignments in the Princeton Avenue and Isabella Street areas. The Salisbury Police Department -- Community Oriented Policing Unit have conducted numerous covert operations in the Church Street area.
Progress Made toward Addressing Previously Identified Concerns And Problems:
• During this quarter, Salisbury Community Oriented Policing Officers executed three (3) Search and Seizure warrants and made seventy (70) arrests for controlled dangerous substance violations and four (4) for prostitution. The Salisbury Police Department has maintained contact with the landlord association to discuss and decide how to deal appropriately with the loud party/underage drinking issues.
The Crime Prevention/Community Affairs Unit was again active this quarter in the following areas:
• The Telephone Reassurance Program continues to be an asset for nineteen (19) of Salisbury’s senior citizens. Volunteers call these registered seniors who are alone and/or in poor health. The seniors look forward to their daily call by volunteers dedicated to letting these people know that we care about their well-being and safety.
• The Community Interactive Network (CIIN) has ninety-seven(97) participants. The Website has approximately one hundred (100) individuals making contact with web pages daily. These crime prevention methodologies reach the community by making the citizens aware of crime information when and where it is occurring.
• The Auxiliary Officers volunteered one-hundred (100) hours this quarter. They assisted this agency with vehicular and foot patrols in the shopping area parking lots and high crime areas. The Auxiliary Officers also assisted with the Telephone Reassurance by calling the registered seniors.

January 2004
Special Operations involved an execution of a search and seizure warrant for CDS distribution in the CSAFE II area. Recovered a quantity of CDS.

Special Operations involved an execution of a search and seizure warrant for CDS distribution in the Church Street Weed & Seed area. Recovered a quantity of CDS.
• 1 arrest for CDS
Buy Bust officers flagged down in the Church Street area by subject attempting to sell CDS. Subject arrested on CDS charges. Also found to be wanted on three outstanding arrest warrants.

Special Operations involved the executions of a search warrant on Delaware Avenue for CDS distribution. Subject arrested on CDS charges.
• 1 arrest for CDS
Special Operations involved the execution of a search warrant on Adams Avenue, Cross Winds Apartments, for CDS distribution (school zone). Subjects arrested on CDS charges, handgun violation. Recovered quantity of CDS and currency.

March 2004
The Salisbury Police Department conducted an undercover prostitution sting in the Church Street CSAFE I area. The operation targeted street-level prostitution. Four (4) females were arrested for prostitution.
