3.         Analysis of Activity and Accomplishments

 

            A.        The Criminal Division arrested one adult male and charged him with first & second degree murder, attempted first & second degree murder, and handgun charges for an incident that occurred on December 30, 2004 on the 400 block of Elizabeth Street.

 

The Criminal Division arrested one adult female and charged her with attempted first degree murder, first degree assault, reckless endangerment, second degree assault and possession of a deadly weapon for an incident that occurred on February 24, 2004 on the 300 block of Charles Street.

 

The Criminal Division arrested one adult female and charged her with forgery, uttering false documents, theft and theft scheme for an incident that occurred on August 1, 2003 on the 2300 block of North Salisbury Boulevard.

 

The Criminal Division arrested one adult female and charged her with forgery (3 cts), theft less $500 (4 cts, uttering false documents (3cts) and theft scheme $500 plus for an incident that occurred on September 15, 2004 at the Food Lion on Nanticoke Road.

 

The Criminal Division arrested one adult male and charged him with attempted robbery (2cts), 1st degree assault (2cts), attempted armed robbery (2cts), handgun on person, reckless endangerment (2cts), 2nd degree assault, handgun used in a fel-violent crime for an incident that occurred at the Shore Stop on Parsons Road on January 27, 2005.

 

The Criminal Division arrested one adult female and charged her with forgery, theft less $500 (2cts), uttering false documents for an incident that occurred on the 100 block of Milford Street on October 8, 2004.

 

The Criminal Division arrested one adult male and charged him with attempted robbery (2cts), attempted armed robbery (2cts), 1st degree assault (2cts) and robbery (2cts) for an incident that occurred on January 22, 2005 at the Dunkin Donuts on South Salisbury Boulevard.

 

The Criminal Division arrested one adult female and charged her with 2nd degree assault, reckless endangerment and deadly weapon-int/injure for an incident that occurred on January 24, 2005 on the 500 block of Rose Street.

 

The Criminal Division arrested one adult male and charged him with attempted robbery, attempted theft, assault 2nd degree and disorderly conduct for an incident that occurred on February 18, 2005 at the Mercantile Peninsula Bank on Riverside Drive.

 

            B.        The Police Department assisted with traffic and/or crowd control while covering special events during the quarter.

            C.        Crime Prevention/Community Affairs Unit


                        Current Concerns Voiced By The Community:

                                  While meeting with the Block Watch Captain of the Church Street Neighborhood Watch Program, concern was voiced about the graffiti that has increased in that neighborhood.

 

Potential Problems That Have A Bearing On The Law Enforcement Activities Within The Community:

                                  Problems that may have a bearing on the Law Enforcement activities within the community is Gang Activity. Our Criminal Investigation Division is tracking gang information, subjects and crimes encountered.

 

Recommended Actions That Address Previously Identified Concerns And Problems:

                                  During the last quarter, there was an increase of burglaries in the areas where Salisbury University students live. The Criminal Investigation Division made two arrests in connection with those burglaries. During the Salisbury University spring break, special patrols were utilized in the student’s neighborhoods.

 

Progress Made toward Addressing Previously Identified Concerns And Problems:

                                   The property owners in the Church Street neighborhood were contacted by Building Housing and Zoning concerning the graffiti on their buildings. Since that time much of the graffiti has been painted over by the property owners. Since August of 2004 to date the Special Operations Division has been active and involved in 26 search warrants involving vice type crimes.

The Crime Prevention/Community Affairs Unit was again active this quarter in the following areas:

 

                                  The Telephone Reassurance Program continues to be an asset for nineteen (19) of Salisbury’s senior citizens. Volunteers call these registered seniors who are alone and/or in poor health. These seniors look forward to their daily call and the volunteers are dedicated to letting these people know that we care about their well-being and safety.

 

                                  The Community Interactive Network (CIIN) has ninety-nine(99) participants. This crime prevention tool makes citizens aware of crime trends and provides information of when and where it is occurring as well as giving prevention tips.

 

                                  The Auxiliary Officers volunteered over one hundred thirty (130) hours this quarter. This is a combined effort of the Patrol and Mounted Auxiliary Officers. They assisted this agency with vehicular, foot and mounted patrols in shopping and high crime areas of the City. They are very instrumental in traffic direction at special events.

 

                                  The Kid-I-Dent program continues to be in high demand. During this past quarter, two events were held and approximately 75 children were photographed and fingerprinted. The parents/guardians keep these items in a safe place with the understanding that if their child were missing, they would provide law enforcement with this information.

            D.        During this quarter the Community Oriented Policing Unit (COPP) supported the Special Operations Squad to execute several covert Controlled Dangerous Substance operations within the C-SAFE and Weed & Seed areas. Four search and seizure warrants for CDS were executed in the Church Street Weed and Seed area. Several arrests were made and a quantity of CDS was seized. Two search and seizure warrants for CDS were executed in the West Side Weed and Seed area. Several arrests were made and a quantity of CDS was seized. Several investigations involving controlled CDS guys are on-going. It is anticipated that these investigations will lead to the execution of several search and seizure warrants and arrests for criminal activity. The agency’s Community Policing Unit continues to be pro-active by patrolling areas on foot and bicycle making arrests for street level narcotics, trespassing, disturbance complaints, and other “quality of life violations” as necessary. We continue to believe that our ability to react quickly to community concerns reinforces a positive relationship within local neighborhood groups and associations. We also attend all community, HEAT team and Weed & Seed meetings fostering teamwork and the sharing of critical information.
