3. Analysis of Activity and Accomplishments
A. The Criminal Investigation Division arrested one adult male and charged him with 1st & 4th degree burglary and theft for an incident that occurred on April 17, 2005 on the 200 block of Maryland Avenue.
The Criminal Investigation Division arrested one adult male and charged him with armed robbery, robbery, 1st & 2nd degree assault, deadly weapon-int/injure and theft less $100 for an incident that occurred on December 10, 2004 on the 400 block of Camden Avenue.
The Criminal Division arrested one adult male and charged him with armed robbery, robbery, 1st degree burglary and 1st degree assault for an incident that occurred on April 17, 2005 on the 400 block of Virginia Avenue.
The Criminal Division arrested one adult male and charged him with identity theft 17 counts, theft scheme plus $500, use/disclose credit card 17 counts, credit card: steal another for an incident that occurred on March 8, 2005 on 2700 block of North Salisbury Boulevard.
The Criminal Division arrested one adult male and charged him with armed robbery, robbery, 1st & 4th degree burglary, deadly weapon-int/injure, theft less $500 value for an incident that occurred on April 18, 2005 on the 500 block of Camden Avenue.
The Criminal Division arrested two juveniles and charged them each with attempted robbery 8 counts, attempted armed robbery 8 counts, 1st and 2nd degree assault, 1st degree burglary for an incident that occurred on April 24, 2005 at Johnson and Priscilla Streets.
The Criminal Division arrested one adult male and charged him with attempted 1st & 2nd degree murder, reckless endangerment, armed robbery, handgun on person, handgun in vehicle, handgun used in violent felony crime, theft less $500, con-theft less $500, con-1st degree assault, con-armed robbery for an incident that occurred on November 26, 2004 on the 400 block on Virginia Avenue.
The Criminal Division arrested four juveniles and charged them each with attempted armed robbery-four counts, attempted robbery four counts, 1st degree burglary, 1st & 2nd degree assault for an incident that occurred on April 24, 2005 on the 600 block of Decatur Avenue.
The Criminal Division arrested one adult male and charged him with 1st & 2nd degree rape and 1st & 2nd degree assault for an incident that occurred on February 2, 2005 on the 700 block of Madison Street.
The Criminal Division arrested one adult male and charged him with 1st & 2nd degree attempted murder, 1st & 2nd degree assault, deadly weapon with the intent to injure and reckless endangerment for an incident that occurred on May 14, 2005 on the 100 block of Truitt Street.
The Criminal Division arrested one adult male and charged him with 2nd degree assault; perverted practice; 1st degree assault; sex abuse minor; sex offense 3rd & 4th degree; and child abuse for an incident that occurred on April 1, 2004 on the 800 block of South Schumaker Drive.
The Criminal Division arrested one adult male and charged him with child abuse 2nd degree; attempted kidnaping; 2nd degree assault and reckless endangerment for an incident that occurred on April 11, 2005 at the Wicomico County Library, 122 South Division Street.
B. The Police Department assisted with traffic and/or crowd control while covering special events during the quarter.

C. Crime Prevention/Community Affairs Unit
Current Concerns Voiced By The Community:
• While attending a Neighborhood Watch Meeting held in the Moss Hill and Brookridge Apartment complexes, concern was voiced over juvenile “gangs” and disturbances caused by these juveniles.
Potential Problems That Have A Bearing On The Law Enforcement Activities Within The Community:
• Gang activity is continuing to be a concern to both Law Enforcement and the Community. The Criminal Investigation Division, in conjunction with other area law enforcement agencies and the EXILE/EGIN Program, are attempting to “track” gang participants and their activities.
Recommended Actions That Address Previously Identified Concerns And Problems:
• Property owners in the Church Street neighborhood have painted over graffiti at the request of Building, Housing and Zoning. In the near future, the Community Affairs Division will be sending letters to the property owners requesting the removal of graffiti from their property when notification is received from citizens, Building Housing and Zoning or Salisbury Police Department personnel.
Progress Made toward Addressing Previously Identified Concerns And Problems:
• The Special Operations Division has been very active over the last quarter; seven (7) search warrants have been executed, six (6) arrests were made for Controlled Dangerous Substance violations, 3.8 pounds of Cocaine and 25 pounds of Marijuana were seized as a result of an interdiction. Also seven (7) females and five (5) males were arrested for prostitution violations.
The Crime Prevention/Community Affairs Unit was again active this quarter in the following areas:
• The Telephone Reassurance Program continues to be an asset for nineteen (19) of Salisbury’s senior citizens. Volunteers call these registered seniors who are alone and/or in poor health. These seniors look forward to their daily call and the volunteers are dedicated to letting these people know that we care about their well-being and safety.
• The Community Interactive Network (CIIN) has ninety-nine(99) participants. This crime prevention tool makes citizens aware of crime trends and provides information of when and where it is occurring as well as giving prevention tips.
• The Auxiliary Officers volunteered over one hundred seventy-five (175) hours this quarter. This is a combined effort of the Patrol and Mounted Auxiliary Officers. They assisted this agency with vehicular, foot and mounted patrols in shopping and high crime areas of the City. They are very instrumental in traffic direction at special events.
• The Kid-I-Dent Program continues to be in high demand. During this quarter approximately 185 children were photographed and fingerprinted. The parent/guardians keep these items in a safe place with the understanding that if their children are missing, they would provide law enforcement with the information.
• During this quarter the Salisbury Police Department participated in the 2005 Maryland Chief’s Challenge. The purpose of this program is to educate our citizens on the importance of using their vehicle seat belts and child safety seats. During this two month period (April 5 – June 5, 2005) the Salisbury Police issued the following seatbelt/safety seat violations:
Child Safety Seat – 9 citations and 0 warnings
Operator/Occupant under 16 – 379 citations and 65 warnings
Front Passenger 16 + - 38 citations and 1 warning

D. During this quarter the Community Oriented Policing Unit (COPP) assisted the special operations squad and the Wicomico County Task Force with the execution of 6 search and seizure warrants and 2 covert controlled dangerous substance operations resulting in 20 criminal indictments, and 6 on view arrests for the possession and distribution of crack cocaine, marijuana, and Heroin. Officers participated in 3 prostitution stings resulting in 12 on-view arrests. Officers assisted the Salisbury Fire Department and Building Housing and Zoning with a major inspection, which targeted fire, building code, rubbish, grass, and weed violations; 69 residences were sited. The ultimate goal of this operation is to improve the “quality of life” for the residents of the city. This operation was the first of its kind in our jurisdiction and it is our belief that this and continuing sweeps of this nature will contribute to the overall reduction of crime within the city. Numerous street level CDS arrests were made this quarter, which also included the recovery of two handguns and criminal charges being pursued under the EXILE program. Three of our officers were recognized at the Wicomico County Alcohol & Drug Council’s annual luncheon for being among the highest producers regarding enforcement of state underage possession laws.
The unit is flexible and reacts swiftly to community concerns. We focused our resources and manpower toward targeted criminal activity “Quality of Life Issues” to include public intoxication, trespassing, and loitering and illicit drug activity.
We continue to believe that our ability to react quickly to community concerns reinforces a positive relationship within local neighborhood groups and associations. We also attend all community and HEAT team meetings fostering teamwork and the sharing of critical information. Our unit’s practice for this quarter is two-fold. First is our ability to continue to conduct bicycle patrol that allows our unit to address street level crime such as criminal trespass, disorderly conduct, underage alcohol possession, malicious destruction of property, and low level controlled dangerous substance crimes. Second is our ability to operate covertly addressing a multitude of crimes such as prostitution, and higher level illicit controlled dangerous substance activities that involve surveillance and other diversionary tactics.
During this quarter Weed and Seed activities included:
A search and seizure warrant was executed on Newton Street in the Camden Weed and Seed area. A quantity of CDS was seized and several subjects were charged.
