ORDINANCE No. 1985

 

AN ORDINANCE ENACTED BY THE CITY COUNCIL OF THE CITY OF SALISBURY, MARYLAND TO REVISE THE WASTEWATER PRETREATMENT PROGRAM BASED ON THE RESULTS OF A LOCAL LIMITS STUDY.

 

 

WHEREAS, the City of Salisbury is required to perform a Local Limits Study as part of the City’s National Pollution Discharge Elimination Study, which was reviewed and approved by the State of Maryland; and

 

WHEREAS, the Local Limits Study results determined that the Specific Pollutant Limitation of the maximum daily average of Total Lead of 0.69 mg/l listed in Section 13.12.070.E of the City Code needed to be changed to 0.20 mg/l and a new Specific Pollutant Limitation for Total Molybdenum need to be established with a maximum daily average of 0.54 mg/l.

 

NOW, THEREFORE, BE IT ENACTED AND ORDAINED by the Council of the City of Salisbury, Maryland, in regular session, that Section 13.12.070.E., Specific Pollutant Limitations, shall be amended as set forth below:

 

Section 13.12.070 E.  Specific Pollutant Limitations.  The following pollutant limits are established to protect against pass through and interference.  No person shall cause to be discharged wastewater containing in excess of the following:

Total copper                                          3.38 mg/1                      Maximum daily average

Total cyanide                                         1.20 mg/1                      Maximum daily average

Total lead                                              0.69  0.20 mg/1             Maximum daily average

Total molybdenum                              0.54 mg/1                     Maximum daily average

Total nickel                                            3.98 mg/1                      Maximum daily average

Total silver                                             0.43 mg/1                      Maximum daily average

Total zinc                                              2.61 mg/1                      Maximum daily average

 

Limitations for other pollutants will be set in each industrial user’s individual wastewater discharge permit as established by a technically based local limits study and approved by the engineer and Maryland Department of the Environment.                                         

 

 

 

AND BE IT FURTHER ENACTED AND ORDAINED BY THE COUNCIL OF THE CITY OF SALISBURY, MARYLAND, the changes set forth in this Ordinance shall take effect upon final passage.

 

THIS ORDINANCE was introduced and read at a meeting of the Council of the City of Salisbury held on the ___ day of _______, 2006, and having been published as required by law, in the meantime, was finally passed at its meeting on the ____ day of _________, 2006.
