 Development Process Action Team

       

Introduction.  Mayor Tilghman authorized the formation of a public-private sector team in November 2006 to evaluate the development process with a specific focus to improve the process within the Public Works Department.

Mission.   A joint business and city government multi-discipline team will evaluate and provide recommendations on the development process to streamline and expedite plan approvals. The team’s focus and intent is to:

  •  Make the process more customer friendly,

  • Lower the cost of development in order to attract investment in the City,

  • Protect infrastructure while maintaining quality of life, and

  • Achieve development while maintaining compliance with regulatory directives and laws.

PAT Milestones.
  • Established team in November of 2006.

  • First team meeting on November 7, 2006.

  • Completed work and presented to Mayor Tilghman and City Administrator, John Pick on May 9, 2007.

Jim Caldwell An office clerical staff position was not funded in Fiscal Year 2008 nor 2009.  This position will be included in the proposed Fiscal Year 2010 budget.
2a. Establish and maintain a website on the City's web page to communicate policy and procedure information. Ongoing Dale Pusey Upgrade of the Public Works website is underway.  The website will be continuously modified by SPW as necessary.  A list of development related documents have been added to the City's web page.  A standing list of local developers and consultants will be notified in advance of major changes to SPW policies and procedures prior to public notification via the website.
2b. Develop a policy implementation procedure for SPW policy changes ASAP Dale Pusey SPW's departmental policies, procedures, standards and specifications are frequently modified for various reasons.  Effective immediately, SPW will develop an implementation schedule that will accompany any future modification.  Each schedule will  be approved by the appropriate level of City leadership for that particular modification.  The schedule will include an effective date for implementation.  SPW will send an email to all consultants and developers prior to implementation of the modification.  Information will also be posted on the SPW web site.
2c. Develop a SPW policy waiver procedure. ASAP Dale Pusey Requests for waivers to department policies and procedures must be submitted in writing and must include justification for the waiver request.  This policy has been in effect since April 2007.
3. SPW will develop a policy regarding outsourcing of development plan reviews. Revised to

Dale Pusey SPW has selected three outsource consultants.  City Council recommended changes to draft Memorandum of Understanding at the June work session.  Procurement and legal issues with the modified MOU have been resolved.  The policy will be presented to the City Council at the November 24, council meeting.  Adoption of the outsource policy and execution of MOU's with selected outsource consultants is anticipated before the end of the year.
4. SPW will develop a mandatory concept plan design submittal. July 1, 2007 Dale Pusey Submittal of a mandatory concept design submittal was implemented July 1, 2007. Plan submittals that bypass the concept review step may be rejected.
5. SPW to amend the City subdivision ordinance to permit construction of public roadways and utilities prior to recordation of subdivision plat. Revised to

Dale Pusey Based on guidance received from the Planning and Zoning Department, SPW has drafted recommended changes to the City's subdivision ordinance. The changes will authorize Improvements Construction Plan approval following final subdivision plat approval but before recordation of the final plat.  Detailed Improvements Construction Plan information in the current ordinance will also need to be revised as a result of adoption of the new construction standards and specifications. The draft revised subdivision ordinance incorporating all revisions will be sent to Planning and Zoning for subsequent approval by the Planning Commission and the City Council in the spring of 2009.
6. SPW to amend construction improvements plan checklists. July 1, 2007 Dale Pusey SPW has developed a required Construction Improvements Plan Submittal Checklist and a recommended Construction Improvements Plan Design Checklist, both of which are currently available on the City's Public Works web site.
7. SPW to upgrade or replace construction standards and specifications. Revised to

Dale Pusey SPW has selected KCI Technologies to develop standards and specifications and municipal infrastructure design guidelines to replace the current standards and specifications and design guidelines. KCI has submitted some materials from other jurisdictions which SPW is currently reviewing.  KCI and SPW met with Process Action Team members on July 31, 2008 to review progress and discuss future work efforts
8. SPW will separate plan review comments targeted toward the developer from those targeted toward the consultant. April 1, 2007 Dale Pusey This recommendation has been implemented since April 1, 2007.
