 Traffic Process Action Teams

        

Introduction.  City resident involvement is critical to overcoming traffic problems in the City.  When traffic problems are identified, residents are recruited in the neighborhood(s) where the problems are located.  Quality and comprehensive solution(s) to neighborhood traffic concerns can be reached through joint resident and City staff problem solving.    

        

Membership.  The residents and a City staff representatives form  the Process Action Team, or "PAT" to evaluate the issues and determine the best course of action for problem resolution.  Although each PAT's professional staff representation is based on the task at hand, the two primary staff members to the PAT are the Public Works' Traffic Superintendent and the Police Department's Operations Commander.

    

PAT Operating Policies.

  • Residents on the PAT have two primary roles.  These are representing the neighborhood's concerns during PAT meetings and ensuring the neighborhood  is kept informed on the PAT discussions.

  • At the initial meetings, PAT members need to select a resident to be the PAT leader, how meeting minutes will be kept, the meeting frequency, and agree on a team charter.  The charter, a mutually agreed upon document, contains the PAT's purpose, milestones, and is signed by all PAT members.

  • Based on previous PAT success, PAT meetings should be scheduled weekly.   A convenient time for both staff and residents has been at 4 PM.  Also, meetings are generally  limited to one-hour in length.
